During the recent encounter, two Kannapolis police officers, Brooks Jones and Caleb Tate, attempted to arrest Welch on an outstanding probation violation warrant. According to reports, Welch brandished a handgun when one officer opened his car door. Despite instructions to drop the weapon, Welch did not comply, prompting both officers to open fire.
