Washington, D.C., faces unique challenges due to its lack of full autonomy. Despite receiving home rule in 1974, the city remains under the significant influence of the federal government. Congress retains the authority to review and override local laws, a power that complicates governance even in ordinary times. Today, with heightened tensions and divisive politics, Mayor Bowser's role in mediating between local needs and federal demands is more crucial than ever.

Recently, Mayor Bowser and members of the D.C. Council have been vocal about the impact of a continuing resolution (CR) passed by Congress.
