Rutger published: UN Overwhelmingly Rejects US Proposal to Narrow Gender Definition

The United Nations has decisively rejected a proposal from the United States that sought to restrict the definition of "gender" to strictly encompass only men and women. This significant decision took place on the final day of the UN's 70th annual Commission on the Status of Women conference, a key event focused on women's rights and gender equality, which concluded on March 19.

The US proposal, as revealed in a draft document, expressed concerns over the evolving interpretations of the term "gender" that have emerged in recent years, diverging from what the US claimed to be traditional understandings. Citing the Beijing Declaration from 1995, the US argued that the declaration had originally defined gender in a limited way, although this interpretation was contested.

A coalition of women's rights organizations, known as the Women’s Rights Caucus, quickly responded. In a letter circulated to UN delegates, they clarified that the Beijing Declaration did not, in fact, prescribe a fixed definition of gender. This position was echoed by many, including Cristal Downing, the gender director from the International Crisis Group. Downing noted that the UN member states preferred to maintain the flexibility of the term "gender," rather than confine it to a singular definition.

As the proposal was brought forward, Belgium took a leading role in opposing it. A representative from Belgium described the US's interpretation as "factually incorrect" and accused the proposal of attempting to "rewrite" the historical Beijing Declaration. In a strategic move, Belgium called for a "no action motion," effectively preventing the proposal from advancing.

The voting outcome was telling: 23 countries supported Belgium's motion, effectively halting the proposal, while 17 countries chose to abstain. Only two countries, Pakistan and Chile, sided with the United States in support of the proposal.

Reflecting on the result, María Paula Perdomo of Outright International, a prominent LGBTQ+ organization, remarked on the significance of the event. She emphasized that the rejection of the US proposal represented a global message to the United States: a demand for adherence to established procedures and truths in international discourse.

Among those abstaining were countries such as Italy, who, despite agreeing with the US position in principle, felt that the proposal was presented without due process. This sentiment highlights the importance of procedural integrity and the expectation of transparent diplomatic engagements within the UN framework.

The debate over the definition of gender continues to be a contentious issue on the international stage. While some nations seek to narrow definitions, others advocate for broader interpretations that encompass evolving understandings of gender identity. This latest development at the UN underscores the complexity and sensitivity surrounding this topic, as well as the diverse perspectives held by member states.

The decision not only reflects the global community's resistance to constraining gender definitions but also its commitment to upholding inclusive and respectful discussions on gender rights.
