Unpacking Texas House Bill 3399

Texas House Bill 3399 has stirred up quite a controversy, aiming at a complete halt on gender-affirming care across all ages in Texas. Locally, many refer it as it as "Texas trans ban," hinting at its broad implications on transgender and non-binary folks.

Since its introduction on February 26, this bill seeks a major shift in state law, essentially banning hormone therapies, gender reassignment surgeries, and other related healthcare services. Republican legislator Brent Money, who leads this charge, aims directly at medical interventions that help people transition from their birth-assigned sex, based on biological markers.

Cracking down on medical procedures and legal risks

So, what exactly does House Bill 3399 go after? The bill zeroes in on surgeries like vasectomies, hysterectomies, oophorectomies, metoidioplasties, orchiectomies, penectomies, phalloplasties, and vagiploplasties—all key elements in gender-affirming care. If healthcare providers continue offering hormones like estrogen, testosterone, or puberty blockers despite this ban, they could be staring down severe fines or even jail time. Since September 1, 2023, Texas had already prohibited gender-affirming care under 18, banning minors from accessing specific medical treatments, as laid out in a previous Senate bill.

Brent Money's crusade against transgender rights

Brent Money, a lawmaker known well beyond his support base, has a pretty consistent history when it comes down opposing transgender rights. He's stood by Texas Governor Greg Abbott's take on not allowing transgender individuals teach in public schools, and has bluntly stated his firm belief in a "biological binary" when it comes gender, dismissing non-binary identities outright.

The ripple effect on LGBTQ+ rights

House Bill 3399 isn't just another standalone piece—they're marching in lockstep all around America. The ACLU reports that 456 anti-LGBTQ+ bills popped up nationally in 2025, and that was just one year! In 2024, 533 bills were introduced, with 49 hitting home as laws. Texas alone put 59 anti-LGBTQ+ bills on paper since 2025 started. We're not just talking about healthcare—bans on trans people in school sports, DEI cuts, and bans on educators supporting transitioning students make up this legislative onslaught. If House Bill 3399 passes, it could make accessing gender-affirming care a mountain climb, with healthcare providers caught in legal crossfires and leaving a whole community searching.
