The impact of state policies is particularly pronounced among transgender and nonbinary youth. The study indicates that almost seven in ten of these individuals have considered moving due to anti-LGBTQ+ policies, with nearly 18% having already relocated to access necessary healthcare services.
Steven Hobaica, a research scientist involved in the study, expressed the emotional toll this movement takes, stating, "It is truly heartbreaking to witness nearly half of transgender and nonbinary youth contemplate leaving their home states due to adverse policies." However, the report also brings optimistic news. LGBTQ+ youth living in progressive states with higher policy indices report fewer negative impacts from recent political developments. According to Logan Casey, director of policy research at the Movement Advancement Project, "While at least 18 states enacted new anti-LGBTQ policies in 2024, we also observed that 13 states implemented new pro-LGBTQ laws or policies." Casey further emphasizes that inclusive policies are directly linked to better outcomes for LGBTQ+ youth, "more inclusive policy environments lead to better outcomes for LGBTQ young people across a range of measures."
