Howard County’s Commitment to Inclusion

Howard County has been recognized for its commitment to inclusivity. The Human Rights Campaign’s 2024 Municipal Equality Index (MEI) awarded Howard County a perfect score of 100, marking the third consecutive year of this achievement. This recognition is particularly significant in a time when LGBTQIA+ rights are under threat across various regions.

The MEI evaluates cities and towns across the United States, focusing on the inclusivity of their laws, policies, and services. Scores are given across five key areas: non-discrimination laws, municipal employment, municipal services, law enforcement, and leadership on LGBTQ+ equality. When Calvin Ball became the Howard County Executive in December 2018, one of his initial efforts was to organize the county's first Pride festival.
