In today’s world, every individual, organization, and enterprise has a pivotal role in embedding inclusion as a fundamental principle. However, genuine inclusion transcends mere intention—it compels us to act decisively to ensure that every member of our community can live genuinely, realize their full potential, and flourish without the shadow of fear or prejudice. In Howard County, Maryland, we are determined to transform inclusivity from a mere aspiration into a tangible reality, ingrained into the fabric of everyday life.
Remarkably, the Human Rights Campaign’s 2024 Municipal Equality Index (MEI) has recognized Howard County with a flawless score of 100 for the third consecutive year. Amidst ongoing challenges to LGBTQIA+ rights, the MEI's comprehensive assessment of inclusivity in municipal laws, policies, and services across American towns and cities has never been more vital. The evaluation covers five critical domains: non-discrimination laws, the municipality as an employer, municipal services, law enforcement, and leadership on LGBTQ+ equality. Howard County excels in these areas, setting a precedent as a national exemplar for inclusive policy implementation.
Upon assuming office as Howard County Executive in December 2018, one of my inaugural initiatives was the establishment of our first Pride festival. This momentous event allowed us to rejoice and contemplate the strides we have made in advancing civil rights and protections for our LGBTQIA+ residents. In June 2019, the county proudly hosted its inaugural Pride festival, drawing thousands of participants and reinforcing our unwavering commitment to all our residents.
Moreover, it was paramount that our LGBTQIA+ community had representation in governmental operations. Therefore, in 2022, we inaugurated Howard County’s first LGBTIA+ Commission. This body collaborates with county agencies, nonprofit organizations, and community groups to nurture an environment of inclusion, communication, understanding, and respect throughout the county. The commission continues to spearhead policy and systemic transformations for diverse gender and sexual identities.
To further uplift our community, June 2022 marked the historic occasion of raising the Pride flag at the seat of Howard County government for the first time. This symbolic gesture of unity and inclusiveness signifies our steadfast support, celebration, and solidarity with all LGBTQIA+ individuals in Howard County, affirming their indispensable, cherished, and celebrated presence within our community.
Our Office of Human Rights and Equity (OHRE) made significant strides in 2024 by hosting numerous community-centered events, workshops, listening sessions, and training programs, which together attracted 4,000 participants. By creating spaces where individuals feel free to express their thoughts, we cultivate a collective sense of belonging and ensure that every voice is heard and valued.
Additionally, last year, over 160 Howard County government employees received training from our Equity and Restorative Practices Unit. This groundbreaking initiative scrutinizes existing leadership paradigms to identify any racialized dynamics they may perpetuate. It is crucial that we continuously evaluate our current practices, identify areas lacking in inclusivity, and strategize solutions to address these shortcomings.
Out of thousands of cities and counties across the nation, Howard County is honored to be among the 130 MEI-rated cities that have achieved the perfect score of 100. This accomplishment highlights the significant progress local governments are making in enacting policies and legislation that safeguard sexual orientation and gender identity. By concentrating efforts on enhancing inclusivity where individuals live, learn, and grow, we can make a substantial national impact in combating discrimination based on sexual orientation and gender identity. Ultimately, we understand that fostering inclusive communities is pivotal to fostering thriving communities.
