Jessica Stern, who previously served as the special U.S. envoy for the promotion of LGBTQ+ and intersex rights, has expressed concerns that the initiatives she helped to establish under the Biden-Harris administration are now facing systematic dismantlement. In a recent interview, Stern described the challenge of witnessing these developments, stating, "As someone who was responsible for leading U.S. foreign policy on LGBTQI+ issues, it’s been incredibly difficult to see this work being undone."
Stern was appointed by then-President Joe Biden in June 2021, following her tenure as the executive director of Outright International, a global advocacy organization for LGBTQ+ and intersex rights. Under her leadership, the promotion of these rights became a central aspect of the administration's foreign policy, with a focus on the decriminalization of consensual same-sex relations and marriage equality in various countries.
The recent decision by the Trump-Vance administration to freeze most U.S. foreign aid spending has significantly impacted global LGBTQ+ and intersex rights efforts. Stern highlighted that this move, combined with an executive order preventing the State Department from issuing passports with "X" gender markers, has led to increased travel advisories from countries like Germany for transgender and nonbinary individuals planning to visit the U.S.
Stern asserted that the current administration "has adopted some of the most harmful anti-LGBTQI strategies from around the world." She noted that these policies have emboldened other leaders, such as Hungarian Prime Minister Viktor Orbán and Russian President Vladimir Putin, to intensify their anti-LGBTQ+ rhetoric and actions.
According to Stern, her former colleagues at the State Department are experiencing significant uncertainty and fear. "They worry every day about potential job loss or being placed on administrative leave," she explained. The disruption caused by the Department of Government Efficiency, as described by Stern, has left entire departments struggling to reorganize and continue their work amidst a drastic reduction in resources.
Despite these challenges, Stern maintains an optimistic outlook, emphasizing the importance of believing in human rights. She expressed gratitude towards her former colleagues and allies, including former Secretary of State Antony Blinken, who supported LGBTQI issues during her tenure.
Currently teaching at Columbia University’s School of International and Public Affairs, Stern is also working on launching a new organization focused on advocacy. Reflecting on her role as an activist, Stern stated, "I love being an activist again. If there was ever a time when activists are needed, it’s now." She emphasized the need for continued efforts to "hold the line" through litigation, protests, and engaging with lawmakers.
"The situation we find ourselves in will not last forever," Stern said, highlighting the importance of strategizing for future progress. She encouraged actions such as writing letters-to-the-editor and holding elected officials accountable.
Stern's experience as the "first-ever human rights expert to serve as the special U.S. envoy for LGBTQI rights" is forming the basis of her current writings. Her commitment to activism and human rights remains steadfast, as she continues to advocate for the safety and well-being of LGBTQ+ individuals worldwide.
