Charlie Baker, President of the NCAA, provided insights during Senate hearings. He noted that the actual number of transgender student-athletes participating in NCAA sports is minimal, numbering less than ten out of over half a million athletes. Legal experts predict that these bills will face significant scrutiny and potential legal challenges. Tony Huong, Executive Director of Equality California, expressed optimism that judicial rulings favoring transgender rights will prevail, describing the current legal moves as largely symbolic.

Under the current NCAA regulations, eligibility for transgender women is determined on a sport-specific basis, following guidelines established by relevant national and international sports bodies. No overarching ban exists under the current rules, allowing for case-by-case assessments.
