The global distribution of HIV/AIDS relief has been abruptly halted, sparking a wave of concern as Elon Musk's Department of Government Efficiency (DOGE) initiative makes significant changes to the United States Agency for International Development (USAID). Critics, particularly from the Democratic party, are labeling these actions as illegal due to the unconventional nature of DOGE, which lacks the congressional approval required for a formal federal executive department.
Last week, the flow of billions of dollars in USAID aid was frozen under the Trump administration's directive, causing chaos as DOGE operatives took control of the agency. Although certain funds linked to PEPFAR— the President’s Emergency Plan for AIDS Relief — were supposedly exempt, the delivery of crucial drugs has been disrupted. This situation increases the risk of rising HIV infection rates and possible outbreaks in various regions.
USAID has reportedly seen a group of predominantly young agents from DOGE, some fresh out of college, assume control over its secure systems. Key personnel have been placed on administrative leave, and communication channels with overseas relief organizations have been severed.
“It’s been absolutely hellish,” a current USAID employee shared with Wired. PEPFAR, since its establishment in 2003, is credited with saving 26 million lives. Yet, staff report that clients in Zambia, Nigeria, Haiti, and Mozambique are unable to access antiretroviral drugs, PrEP medication, and condoms, all of which are now in limbo.
“When a baby is born, you do an early infant diagnostic test, and if it comes back positive, you can blitz them with retrovirals, but you can’t do that if you don’t have retrovirals,” explained one USAID worker. “It’s an absolute disaster.”
A senior official at an HIV/AIDS organization highlighted the frustration, noting, “Your money is being unfrozen, but you can’t contact the people who actually froze it. There’s a bigger communication blockage that is frustrating even the efforts put in place to free up the lifesaving work.”
Beyond USAID, DOGE personnel have also taken over the Office of Personnel Management and the General Services Administration, gaining access to the Treasury Department’s extensive payment system. This move has provided Musk with sensitive information about millions of citizens and businesses.
USAID, an independent agency responsible for administering civilian foreign aid, operates with a $50 billion budget funded and overseen by Congress. The recent developments have prompted significant backlash from lawmakers.
“We don’t have a fourth branch of government called ‘Elon Musk,’ and that’s going to become real clear,” stated Rep. Jamie Raskin (D-MD) during a protest outside USAID headquarters, where he and other lawmakers were denied entry.
Raskin further criticized the situation, calling it an “illegal, unconstitutional interference with congressional power” that puts lives at risk globally.
USAID staff received a notice from Ken Jackson, assistant to the administrator for management and resources, indicating a likely reorganization and integration into the State Department. This potential move is expected to attract legal challenges.
“As we evaluate USAID and ensure it is in alignment with an America First agenda, the President Trump Administration, and the efforts of the State Department, we will focus on ensuring every agency dollar is delivering targeted and results-driven aid,” the email outlined.
Remaining staff were instructed to work remotely as DOGE assumed control of the agency offices. Meanwhile, Secretary of State Marco Rubio was appointed as acting head of the agency, accusing USAID of “rank insubordination.”
“Their basic attitude is, ‘We don’t work for anyone, we work for ourselves, no agency of government can tell us what to do,’” Rubio stated. “So the president made me the acting administrator.”
The situation escalated when DOGE personnel attempted unauthorized access to classified information and security systems, leading to the suspension of top security officials who resisted these actions.
Musk has prioritized the dismantling of USAID as a DOGE objective, actively participating in calls with agency staff as part of the agency’s deconstruction. Over the weekend, he expressed his views on social media, calling USAID a “criminal organization” and advocating for its dissolution without presenting substantial evidence.
The agency’s official website has been disabled, further complicating the situation for stakeholders and beneficiaries depending on its services.
