Rutger published: D.C. Police Request Public Assistance in Dupont Circle Homicide Investigation

The Metropolitan Police Department of Washington, D.C. is seeking assistance from the community in their ongoing investigation of a fatal stabbing that took place in Dupont Circle. The incident occurred on the afternoon of December 30, 2024, resulting in the death of 36-year-old Dominique Ratiff, a resident of Southeast D.C.

According to police reports, officers from both the D.C. police and the U.S. Park Police were dispatched to Dupont Circle at approximately 3:58 p.m. on the day of the incident following a call about a stabbing. Upon arrival, they discovered an adult male later identified as Dominique Ratiff, who was unresponsive and suffering from a stab wound. Emergency services transported Ratiff to a nearby hospital, where he was pronounced dead.

As of now, law enforcement officials have not made any arrests in connection with the case. However, a police liaison officer informed the Dupont Circle Advisory Neighborhood Commission that a suspect was spotted fleeing the scene on a bicycle along New Hampshire Avenue, N.W. The suspect was described as a male wearing a purple beanie and baggy sweatpants.

Background and Previous Incidents

Dominique Ratiff had a history of arrests in the Dupont Circle area. Records indicate that his first arrest occurred on June 2, 2016, following an altercation where he was alleged to have assaulted a woman with a walking cane. The incident stemmed from what was described as a "verbal altercation."

Subsequently, on June 15, 2016, Ratiff was arrested for allegedly assaulting a homeless man near 901 27th Street, N.W. During this incident, he was reported to have been wearing boxing gloves while committing the assault. Though this incident did not occur in Dupont Circle, it was linked to the previous case, and both were dismissed after Ratiff successfully completed a mental health diversion program.

Ratiff's third arrest was documented on April 16, 2022, involving charges of Robbery Force and Violence, Theft Second-Degree, and Simple Assault. This incident transpired outside the CVS Pharmacy at Dupont Circle, where Ratiff allegedly threatened another individual before taking his money. As with his earlier cases, these charges were dismissed following his completion of a court diversion program, which included community service.

In another twist, Ratiff was arrested again on July 18, 2023, on charges including Unlawful Entry-Private Property and Simple Assault. He had reportedly entered the CVS Pharmacy at Dupont Circle despite being previously banned and was accused of assaulting a manager who asked him to leave. Court records indicate that Ratiff missed a subsequent court date, leading to a bench warrant for his arrest. Unfortunately, no further action was taken until Ratiff was found deceased in Dupont Circle.

Community Response and Call to Action

Vincent Slatt, a Gay Dupont Circle Advisory Neighborhood Commissioner, has expressed his concern over Ratiff's death, suggesting that it might have been preventable with more robust social services support. "This tragedy highlights the failures in our social services," Slatt remarked, emphasizing the need for improved support systems for individuals like Ratiff who navigate through legal and social service systems.

Slatt further noted, "Despite participating in deferment programs, Dominique still needed ongoing support, which he did not receive. This oversight must be addressed to prevent future tragedies."

The Metropolitan Police Department has announced a $25,000 reward for information that leads to the arrest and conviction of the person responsible for Ratiff's murder. They urge anyone with relevant information to reach out to the police Homicide Branch at 202-645-9600.

The Dupont Circle community continues to mourn the loss of Ratiff, while also calling for systemic changes to prevent similar future incidents. This case serves as a somber reminder of the need for effective intervention and support for those at risk of falling through societal cracks.
