Rutger published: Building Thriving Communities Through Inclusivity: A Case Study of Howard County

These days, it's more important than ever that everyone, whether an individual or part a larger organization, commits wholeheartedly towards making inclusion a key priority. But let's be real: true inclusion means more than just having good intentions. It's about taking action—real, tangible steps that empower everyone in our communities. Here in Howard County, Maryland, we're not just talking about inclusivity; we've made it a fundamental part our daily lives.

Raising our scores in equality

Howard County's been shining bright with a perfect score in Human Rights Campaign's 2024 Municipal Equality Index (MEI) three years running. In a time when LGBTQIA+ rights are under more scrutiny than ever, our consistent score in MEI shows that we're not just meeting standards—we're setting them. The index helps cities across America measure how inclusive their local laws, policies, and services really are.

The MEI looks at five key aspects: non-discrimination laws, being an inclusive employer, municipal services, law enforcement, and leadership in LGBTQ+ rights. Howard County's knocking it out park in all five areas, setting a national example with our inclusive policies across 17 protected classes.

Embracing pride and celebrating diversity

When I first became Howard County Executive back in December 2018, one my initial moves was launching our first Pride festival. That June, thousands came out in support, marking a major milestone and reaffirming our dedication diverse residents and neighbors.

Representation in government matters, whichis why in 2022, we started our first LGBTIA+ Commission. This group works with county agencies, nonprofits, and grassroots organizations, pushing forward an environment where inclusion, understanding, and respect are more than just words. They're actively championing policy changes that uplift people with different gender and sexual identities.

Flying high with pride

In a move that made history in June 2022, we proudly raised Pride flag at our government office. This vibrant symbol reflects our unwavering support, and it's a clear message: everyone in LGBTQIA+ community has a vital place in Howard County.

Engaging and educating our community

Our Office Human Rights and Equity (OHRE) didn't hold back in 2024. They organized a slew events, workshops, and training sessions that reached 4,000 people. These gatherings offer a chance speak our minds, foster a genuine feeling belonging, and confirm that every voice counts.

Plus, we've had over 160 county employees go through our Equity and Restorate Practices Unit training. This forward-thinking program looks how current leadership styles might perpetuate racial biases, pushing us all reevaluate and improve how we do things.

Pushing forward inclusive policy

Howard County's one out 130 cities with MEI ratings that nailed that perfect 100. This isn't just about numbers; it's about showing significant progress local governments are making. Our focus? Creating and implementing policies that safeguard sexual orientation and gender identity in spaces where people live, learn, and grow. Our work at community levels contribute towards making a national impact against hate and discrimination.

When you foster inclusivity, you create thriving communities. Howard County's committed leading this charge, showing that inclusion isn't just part our prosperity—it's essential it.
